Sudan seeks renewed engagement with development bank

Sudan has stepped up efforts to restore cooperation with international financial institutions as it seeks resources to support economic recovery and rebuild infrastructure damaged by the ongoing conflict.

Finance and Economic Planning Minister Dr. Gibril Ibrahim Mohammed met Islamic Development Bank (IsDB) Group President Dr. Muhammad Al-Jasser in Bangkok, Thailand, on October 15, 2026.

The meeting took place on the sidelines of the Annual Meetings of the International Monetary Fund and World Bank Group.

According to the Sudanese Ministry of Finance, the discussions focused on restoring development cooperation and strengthening financial support for Sudan's reconstruction priorities.

Financial arrangements remain central to resuming cooperation

Ibrahim praised the IsDB Group's previous contributions to development programmes in Sudan and emphasised the importance of reactivating the partnership.

The discussions covered outstanding financial matters and the institutional requirements necessary to resume financing activities.

The minister said expanded cooperation would help Sudan address its current economic and humanitarian challenges while mobilising resources for priority development projects.

Both sides agreed on the importance of continued coordination to complete the necessary arrangements.

However, no new loan, grant amount or binding financing agreement was announced following the meeting.

Gedaref Water Project among priority investments

One of the central issues discussed was the Gedaref Water Project in eastern Sudan.

Officials explored ways to accelerate procedures affecting the project and advance implementation of existing development commitments.

Water infrastructure remains an important component of Sudan's development needs, particularly as the conflict has disrupted public services and reduced the availability of resources for essential projects.

The project was identified as a priority for renewed cooperation with the IsDB Group.

No revised completion date or additional funding allocation was disclosed.

Treasury Single Account reform discussed

The meeting also addressed arrangements for completing a technical assistance grant associated with Sudan's Treasury Single Account (TSA) initiative.

A Treasury Single Account is designed to improve the management of public cash resources by consolidating government financial operations within a coordinated framework.

Such systems can strengthen public expenditure oversight, improve financial reporting and support more effective management of state resources.

For Sudan, technical assistance in this area forms part of broader efforts to improve institutional capacity and public financial management.

The discussions concerned outstanding arrangements for assistance rather than confirmation that a new payment had been disbursed.

IsDB signals readiness to support conflict-affected Sudan

IsDB Group President Muhammad Al-Jasser reaffirmed the institution's commitment to supporting countries affected by conflict.

He expressed readiness to cooperate with Sudan in addressing financial issues and fulfilling the requirements needed to create suitable conditions for resuming development financing.

Both delegations agreed to maintain coordination on outstanding arrangements and development priorities.

While the talks signalled a willingness to restore the relationship, the bank did not announce that financing to Sudan had formally resumed.

Reconstruction needs remain substantial

Sudan's conflict, which began in April 2023, has damaged economic infrastructure, disrupted production and placed severe pressure on public services.

The government is seeking renewed cooperation with international and regional development institutions to support economic stabilisation and reconstruction.

The meeting in Bangkok represents part of that wider diplomatic and financial outreach.

Future progress will depend on resolving the outstanding financial arrangements and translating the discussions into confirmed project financing and operational agreements.
