A new parliamentary cooperation agreement has emerged as a major outcome of Somalia's high-level diplomatic visit to Djibouti.
On Monday, November 2, Somali House of the People Speaker Abdulkadir Mohamed Nur met President Ismael Omar Guelleh at the Presidential Palace in Djibouti.
The presidential audience followed discussions between the parliamentary leadership of the two countries and the signing of a memorandum of understanding.
According to the African Press Agency (APAnews), Nur briefed President Guelleh on the agreement concluded with his Djiboutian counterpart, National Assembly Speaker Dileita Mohamed Dileita.
The development marks a concrete institutional outcome from a visit initially organised to expand parliamentary dialogue and bilateral cooperation.
Parliamentary Leaders Sign Cooperation Memorandum
The agreement was signed between the heads of Somalia's House of the People and Djibouti's National Assembly.
It establishes a framework for strengthening cooperation between the two legislative institutions.
The memorandum is intended to encourage exchanges of experience, support institutional partnerships and promote closer engagement between parliamentary officials.
The initiative reflects the importance both sides place on improving legislative cooperation beyond occasional diplomatic visits.
For Somalia, such engagement provides opportunities for its parliamentary institutions to develop closer working relationships with neighbouring legislatures.
For Djibouti, it strengthens parliamentary contacts with a country with which it already maintains extensive political and security relations.
The full text of the memorandum, including any implementation timetable or financial arrangements, has not yet been publicly released.
Agreement Presented During Presidential Audience
The memorandum was an important element of Nur's subsequent meeting with President Guelleh.
During the audience, the Somali Speaker described the outcome of his discussions with Dileita Mohamed Dileita.
He highlighted the agreement as a step toward stronger institutional cooperation between the two countries.
The meeting also allowed Nur to express Somalia's gratitude for Djibouti's continuing support for national reconciliation and state-building.
The presidential audience brought the results of the parliamentary discussions to the attention of Djibouti's head of state.
However, the memorandum was signed by the parliamentary Speakers, not by President Guelleh and Nur as a separate bilateral treaty.
No new defence agreement or government-to-government security protocol was announced during the presidential meeting.
Somali Ministers Join High-Level Delegation
The visit brought together parliamentary representatives and members of Somalia's government.
According to APAnews, the delegation included Energy and Water Minister Abdillahi Bildan and Public Works Minister Ayoub Ismail.
Djiboutian newspaper La Nation reported that three Somali government members accompanied the parliamentary delegation.
Their participation gave the visit a broader institutional dimension alongside the discussions between the legislative chambers.
The programme created opportunities for political and administrative contacts involving representatives from different sectors of government.
Nevertheless, the official reporting did not establish that new agreements in energy, water management or public works were signed during the visit.
Djibouti's Parliamentary Speaker Welcomes Results
Djibouti National Assembly Speaker Dileita Mohamed Dileita expressed satisfaction with the progress made during discussions with the Somali delegation.
According to APAnews, he welcomed the positive outcomes of the parliamentary engagements.
The signing of the memorandum represents a specific result of the cooperation agenda announced ahead of Nur's arrival.
During a special address to Djibouti's National Assembly, the Somali Speaker also called for closer legislative exchanges and stronger parliamentary diplomacy.
He emphasized the importance of continuous dialogue between the two institutions.
These priorities are now supported by the newly announced cooperation framework.
President Guelleh's Role in Somali Reconciliation Recognised
The meeting also provided an opportunity for Somalia to acknowledge Djibouti's historical contribution to its political recovery.
Nur praised President Guelleh's role in supporting Somali reconciliation following the collapse of the country's central government in 1991.
He referred particularly to the Arta Peace Conference, held in Djibouti in 2000.
The conference brought Somali political and community representatives together and helped establish transitional national institutions.
Nur described Djibouti's support during that period as an important contribution to the restoration of Somali statehood.
He also reaffirmed Somalia's appreciation for Djibouti's support for its sovereignty, national unity and territorial integrity.
The remarks connected the historical relationship between the countries to the new institutional cooperation announced during the visit.
Official Visit Continues in Djibouti
Nur arrived in Djibouti on November 1 following an invitation from National Assembly Speaker Dileita Mohamed Dileita.
He was welcomed at Djibouti-Ambouli International Airport by his counterpart and senior parliamentary representatives.
The official programme included parliamentary discussions, a special session of the National Assembly and the presidential audience.
According to Djiboutian reporting, the visit is scheduled to continue through November 5.
The signing of the parliamentary memorandum adds a concrete outcome to a diplomatic programme focused on strengthening relations between Somalia and Djibouti.
With parliamentary cooperation now formally addressed through an agreement, future exchanges will determine how the two institutions implement their shared objectives.
The meeting with President Ismael Omar Guelleh meanwhile reinforced the political importance attached to the longstanding relationship between the neighbouring countries.
